Title:

Motion/Recommendation:

1.  Adopt the Resolution amending the Seminole County Administrative Code to revise Section 20.10(L) Permit Fees to add subparagraph (11), Short-Term Vacation Rental Registration Fee and subparagraph (12) Rental Property Registration Fee, as administered by the Development Services Department, Planning and Development Division; or

 

2.  Deny the Resolution amending the Seminole County Administrative Code to revise Section 20.10(L) Permit Fees to add subparagraph (11), Short-Term Vacation Rental Registration Fee and subparagraph (12) Rental Property Registration Fee, as administered by the Development Services Department, Planning and Development Division; or

 

3.  Continue the request to a time and date certain.

Background:

Associated with the proposed Ordinance amending the Land Development Code related to the registration of vacation rentals, staff is proposing an amendment to Section 20.10, Building, Inspection and Administrative Charges of the Seminole County Administrative Code to revise Section 20.10(L) Permit Fees to add a $250.00 fee for the registration of vacation rentals within unincorporated areas of the County.  The proposed fee is a registration fee per unit, to cover the costs of a third party vendor to assist the County with address identification, rental activity monitoring and compliance monitoring. The proposed fee rate will help to encourage a professional level of commitment to the rental activity.

 

In addition, associated with the Ordinance amending the Code of Ordinances establishing a Rental Property Registry, a revision to Section 20.10(L) is proposed to add a fee of $50 for Rental Property Registration.  The proposed fee will cover the costs of a third party vendor that will identify rental properties and maintain the rental property registry.

 

The proposed changes are reflected on Pages 20.10-1 and 20.10-20 of the attached exhibit, Seminole County Administrative Code.

Staff Recommendation:

Recommend the Board of County Commissioners Adopt the Resolution amending the Seminole County Administrative Code to revise Section 20.10(L) Permit Fees to add subparagraph (11), Short-Term Vacation Rental Registration Fee and subparagraph (12) Rental Property Registration Fee, as administered by the Development Services Department, Planning and Development Division.
