| | | | | | | | Background: | The Ordinance proposes to amend Chapter 45 of the Code of Ordinances by creating Part 7 (Registration of Rental Property) to establish a registry cataloging each rental property within unincorporated Seminole County. The Ordinance defines rental property as those properties, commercial and residential, that are rented or leased for a term of 181 days or longer. The proposed Ordinance also establishes minimum maintenance standards for rental property.
The proposed Ordinance establishes the following rules and regulations for rental properties within unincorporated Seminole County:
- A $50 annual registration to be due on December 1st of each year after initial registration;
- If the real property lot or parcel upon which the rental property is located contains more than four(4) rental property units under the same ownership, then, only the first four (4) rental units are required to register;
- Up to 50% of the registration fee amount, as determined by the Resolution of the BCC may be allocated to an Affordable Housing Trust Fund;
- Rental properties must adhere to minimum maintenance requirements, such as properties must be kept free of weeds, overgrown brush, trash and debris etc.;
- Requires that a property owner or property manager of rental property regularly inspect the property for compliance with County Codes; and
- Violations of the Ordinance would be enforced through the Code Enforcement process established in Chapter 53, Seminole County Code of Ordinances.
