Background:

RFP-603466-19/BJC will provide for a qualified collection Agency to provide debt collection services to collect outstanding fees and other delinquent charges or accounts.  These accounts are at least sixty (60) days in arrears and have received a final bill owed to the County.  The Agency will accept for collection all unpaid accounts for the following County accounts: Environmental Services/Water & Sewer Division and Solid Waste Division; Animal Services; Fire Department; and Leisure Services Department

 

This project was publicly advertised and the County received six (6) proposals in response to the solicitation. The Evaluation Committee, which consisted of Carole Coleman, Animal Services Administrator, Carrie Grein, Senior Financial Division Manager, Matt Kinley, Deputy Chief, Jaquelin Massaline, Financial (Business) Administrator, and David Shields, Senior Assistant County Attorney, evaluated the proposals.  Consideration was given to work approach, methodology and quality, fees, experience, references, capability, resources and skills, and compliance.  The Evaluation Committee recommends award of the Agreement to the overall best value proposer, RTR Financial Services, Inc., Staten Island, New York.  The County agrees to compensate the Firm for the professional services called for under this Agreement a fee in the amount of 12.75% of the total amount billed and collected.

 

The Agreement will take effect on the date of its execution by the County and will continue in effect for three (3) years.  At the option of the parties, this Agreement may be renewed for two (2) additional one (1) year term.


Staff Recommendation:
Staff recommends the Board award RFP-603466-19/BJC – Collection Services Agreement to RTR Financial Services, Inc., Staten Island, New York, and authorize the Purchasing and Contracts Division to execute the Agreement.
