Title:

Award RFP-603499-19/BJC – Collection, De-Manufacturing and Recycling Services for Household End of Life Electronic Equipment to A1 Assets, Inc., Lake Mary, and authorize the Purchasing and Contracts Division to execute the Agreement – Net Revenue Contract.  Countywide (Ray Hooper, Purchasing and Contracts Manager) Requesting Department/Division – Environmental Services/Solid Waste Division.

Background:

RFP-603499-19/BJC will provide for a term contract to provide end-of-life electronics (electronic waste) collection, recycling and management. The successful contractor will be responsible for all labor, materials, equipment, incidentals and logistical support services to insure the proper collection, handling, transportation, reuse, recycling, de-manufacturing, and related services for electronic waste disposal. These electronic wastes primarily generated by residential households and dropped-off at our HHW facilities. It includes, but not limited to: Cathode ray tubes (old TVs), flat screen TVs, monitors, computer CPUs, radios, DVD players, circuit boards, laptops, and many others.  All electronic waste management activities will be conducted in accordance with Federal, State and local regulations and Best Management Practices (BMPs).

 

This project was publicly advertised and the County received one (1) proposal in response to the solicitation.  Solid Waste Division personnel evaluated the proposal  taking into consideration the work approach, methodology, qualifications, experience, references, capability, resources and fee structure.  The Division recommends award of the Agreement to A1 Assets, Inc, Lake Mary, who is currently the company providing these services to the County. 

 

The Revenue Agreement will take effect on the date of its execution by the County and will continue in effect for three (3) years.  At the option of the parties, this Agreement may be renewed for two (2) additional one (1) year term.


Staff Recommendation:

Staff recommends the Board award RFP-603499-19/BJC – Collection, De-Manufacturing and Recycling Services for Household End of Life Electronic Equipment to A1 Assets, Inc., Lake Mary, and authorize the Purchasing and Contracts Division to execute the Agreement – Revenue Contract.
