Award RFP-603473-19/BJC – Closing Agent, Title Search and Title Insurance Services to Voight, PA, Orlando, and authorize the Purchasing and Contracts Division to execute the Term Contract – Estimated annual amount will depend on the number of transactions authorized by the County.  Countywide (Ray Hooper, Purchasing and Contracts Manager) Requesting Department/Division – County Attorney’s Office.

RFP-603473-19/BJC will provide for a term contract for title services including title searches, re-certification and update of title searches, title insurance commitments, title insurance, closing agent services and recording of deeds.  All documents and other data other than working papers, prepared or obtained by the vendor in connection with its services under the Agreement will be delivered to, and will become the property of, Seminole County prior to final payment to the vendor, except that vendor may retain copies for its own files.  All documents prepared by the vendor must bear the endorsement of a person in full employ of the vendor who is duly licensed or registered in the State of Florida to perform such services.

This project was publicly advertised and the County received one (1) proposal in response to the solicitation.  Deputy County Attorney, Lynn Porter-Carlton evaluated the proposal taking into consideration the firm’s qualifications and experience and approach to work.  The proposed fee schedule is comparable to the current fees.  The County Attorney's Office recommends award of the Term Contract to Voight, PA, Orlando, who is the current vendor for the County.

The Term Contract will take effect on September 13, 2019, at the conclusion of the existing contract for these services, and will continue in effect for three (3) years.  At the option of the parties, this Agreement may be renewed for two (2) additional one (1) year terms.  Authorization for provision of services by the vendor under the Term Contract must be in the form of written Release Orders issued and executed by the County.  The estimated annual amount of the Term Contract will depend on the number of transactions authorized by the County.
