HOME is the largest federal block grant to state and local governments designed exclusively to create affordable housing for low-income households. Tenant-based Rental Assistance (TBRA): Funded with HOME funds, provides housing and case coordination services for eligible elderly and disabled residents of Seminole County. Seminole County Community Assistance has been providing direct administration of the TBRA program for the last 9 years and on December 31, 2018 released a Request for Application (RFA) for the administration of the program. The Seminole County Housing Authority (SCHA) submitted the only application in response to the RFA and has extensive experience both in TBRA program administration as well as Section 8 vouchers and Public Housing administration. As a result, SCHA is being recommended as the subrecipient to manage the TBRA program.
Currently there are twenty-four (24) households on the TBRA Program with the capacity of 30 households. The SCHA will be responsible for opening the application process and maintaining the waitlist as per HOME regulations. Additionally, they will handle the entire management of the program including Housing Quality Standard (HQS) inspections, eligibility determination including income certification, move-ins and lease renewals as well as refer clients to supportive services as needed. There is $300,000 available for HOME funded TBRA over the next 15 months as well as an additional $62,500 for Case Coordination and Eligibility activities for staff at the SCHA to administer the program.
