Agenda Memorandum
File Number: 2019 - 1456

Title:
Approve and authorize the Chairman to execute a Resolution implementing Budget Amendment Request (BAR) # 19-077 through the Disaster Preparedness Fund in the amount of $111,900 to establish funding for the Emergency Management Performance Grant (EMPG) and authorize the Chairman to accept and execute a grant agreement with the Florida Division of Emergency Management that will be forthcoming.  Countywide(Timothy Jecks, Budget Manager) Requesting Department/Division - Administration/Emergency Management
Division:
Budget
Contact/Phone Number:
George Woodring/407-665-7168
Background:

The Florida Division of Emergency Management disburses grant funds through the Emergency Management Performance Grant (EMPG) to enhance local governments' emergency management capabilities.  Staff received notice that the FY 2019/20 allocation to Seminole County is $111,900 for the period initiating July 1, 2019 and ending June 30, 2020.  The State of Florida Office of Emergency Management is behind in sending the grant agreements to Counties.  The BAR is necessary to establish the continuation with the operations of the Emergency Management personnel and operating expenditures related to emergency prevention, protection, response, recovery, and mitigation efforts.

This is a cost-reimbursement grant with a matching requirement of 100% from non-federal funds, which is fully met through the appropriation of funding for Seminole County Emergency Management program.  Budget Amendment Request (BAR) # 19-077 will recognize grant revenues and establish budget in the amount of $111,900.
