Background:

The City of Altamonte Springs is pursuing a public/private partnership with a private development group to redevelop the City’s municipal complex, including the Public Safety building in which Fire Station 11 is located.  The proposed redevelopment project will include a mixture of civic and private uses and will capitalize on the property’s adjacency to the Altamonte Springs SunRail Station.  

As noted above, Fire Station 11 is currently located on the site of the proposed redevelopment and relocation of the station is necessary in order to accomplish the plan as currently designed.  The City has asked Seminole County to assist in facilitating this redevelopment effort by partnering in the relocation of Station 11.  To that end, the City has offered to deed the property located at 2721 S. Ronald Reagan Blvd. (the former Post Office) to the County for location of the station.  It has also offered to contribute $2M toward the construction of the new station.  The remainder of the construction costs would be provided through the Seminole County Fire Protection Fund reserves.  The current Station 11 has largely exceeded its useful life, and will likely require significant repair/rehabilitation in the near future.

The Seminole County Board of County Commissioners met on May 14, 2019 and voted unanimously to authorize the Chairman to execute an Amendment to the Fire and Emergency Medical Services Agreement between Seminole County and the City of Altamonte Springs for the purpose of relocating Fire Station 11.  This agreement stipulates that Seminole County will make every reasonable effort to complete construction of the new Fire Station 11 by September 30, 2020, and the City of Altamonte Springs will contribute the sum of $2,000,000 to Seminole County within thirty (30) business days after issuance of a certificate of occupancy for Station Number 11.

This budget amendment will recognize contribution revenue and appropriate budget of $2,000,000 from the City of Altamonte Springs and appropriate $2,809,544 from the Fire Protection Fund reserves, which are $20,783,335 prior to this BAR, in the total estimated amount of $4,809,544 to relocate Fire Station 11. The Construction Budget requested on this BAR will not be utilized until a construction contract has been executed.
Staff Recommendation:
Staff recommends that the Board approve and authorize the Chairman to execute a Resolution implementing the Budget Amendment Request (BAR) #19-078 through the Fire Protection Fund to recognize contribution revenue and appropriate budget of $2,000,000 from the City of Altamonte Springs and appropriate budget of $3,530,976 from reserves for a total budget amount exclusive of contingency of $5,530,976 to relocate Fire Station 11.
