| | | | | | | | Background: | PS-2717-19/RTB will provide for qualified construction management teams for managing the construction projects for the Seminole County Annex, Parking Deck and Juvenile Assessment Center Addition. The construction will take place in Seminole County Five Points Complex utilizing the design build method of construction delivery. The Construction Management Team (CM-T) will provide services in support of the Seminole County Public Works Department staff during construction of these projects, acting as Owner’s Representative.
This project was publicly advertised and the County received five (5) submittals in response to the solicitation, listed alphabetically below:

- PMA Consultants, LLC
- The Roderick Group, Inc. dba, Ardmore Roderick
- ZHA, Incorporated
The Evaluation Committee, consisting of Matt Hassan P.E., Assistant County Engineer, Jean Jreij P.E., Public Works Director, Meloney Lung, Assistant County Manager, and Anthony Nelson P.E., Deputy Public Works Director, evaluated the responses and agreed to interview all five (5) firms giving consideration to the following criteria:

Qualifications of Personnel and Firm
After presentations, there was a tie for the 2nd ranked firm between Project Management Advisors and The Roderick Group d/b/a Ardmore Roderick. The Evaluation Committee reconvened to discuss the merits of each firm’s presentation and determined to use the cumulative number of points received to break the tie. Project Management Advisors had cumulative points totaling 357 and The Roderick Group d/b/a Ardmore Roderick has cumulative points totaling 354 which tiered Project Management Advisors as the 2nd top ranked firm.
The Tabulation Sheet and Presentation Scoring and Summary Sheets are included as part of the backup documents. The Evaluation Committee recommends the Board to approve the ranking list and authorize staff to negotiate rates in accordance with Section 287.055, Florida Statute, Consultants Competitive Negotiation Act (CCNA), and authorize the Purchasing and Contracts Division to execute two (2) Master Services Agreements (MSA's).

Authorization for the performance of services by the Consultants under these MSAs will be in the form of written Work Orders issued and executed by the County, and signed by the Consultant. The work and dollar amount for each Work Order will be negotiated on an as needed basis, and funded within the approved budgeted amounts. The term of the MSAs will be for a period of three (3) years, with three (1) one year renewal options. A draft Agreement, including the scope of services, is included as part of this agenda item documents and it will be used to generate the award of the MSAs. The estimated term usage for the MSAs is $7,000,000.00. |
