Background:

The U.S. Department of Transportation (DOT) has published the Notice of Funding Opportunity to apply for the BUILD 2020 Transportation Discretionary Grant program.  BUILD 2020 grants will upgrade infrastructure across America, making our transportation systems safer and more efficient.  Projects for BUILD 2020 will be evaluated based on merit criteria that  include safety, economic competitiveness, quality of life, environmental sustainability, state of good repair, innovation, and partnership.  The grant request is applicable for projects from $5,000,000 to $25,000,000.  The Public Works Department of Seminole County has selected the reconstruction of SR 426/CR 419 for this grant application.  The project is reconstruction from two-lane undivided roadway to a four-lane divided roadway.  It consists of improved travel lanes, median separation, closed drainage system and multi-modal improvements including continuous bicycle lanes adjacent to the roadway and continuous sidewalks that also provide connectivity to adjacent recreational trails.  This project is the continuation (third-phase) of a multi-phased roadway widening project.

 

The grant requires 20% matching funds which will come from the 3rd Generation Sales Tax Fund.  The FY19-20 Budget includes $1,000,000 for this project.

Staff Recommendation:
Staff recommends the Board approval to submit a grant application to the U.S. Department of Transportation (DOT)  BUILD 2020 Grant requesting up to $25,000,000 for the Slavia Road Improvement project; and authorize the County Manager to execute the grant application and supporting documents as required.
