Waive the Procurement Process and authorize SS-603822-20/BJC, a Sole Source purchase of  one (1) Automatic Tarping Machine (ATM) from Tarpomatic, Inc., Canton, Ohio in the amount of $70,287.00, and authorize the Purchasing and Contracts Division to issue the Purchase Order.  Countywide (Jaime Locklear, Purchasing and Contracts Manager) Requesting Department/Division – Public Works/Fleet Management and Environmental Services/Solid Waste Division.

SS-603822-20/BJC will provide for the purchase of one (1) Automatic Tarping Machine (ATM) from Tarpomatic, Inc., Canton, Ohio.  Tarpomatic, Inc. is the manufacturer of a tarping machine for deploying and retrieving flexible sheeting/tarps made in varying lengths and widths.  The company is the sole source as they are the only manufacturer of the equipment and the proposal is included in the supporting documents.  Utilization of this machine will reduce the amount of soil resources utilized, valued at approximately $109,000 annually.  The life expectancy of the machine is approximately eight (8) years. 

Funds were approved through BAR #20-032 to purchase a second Tarping Machine as the Tarping Machine purchased in January 2020 for the Landfill does not provide sufficient coverage and a second machine is needed for fuller coverage that will reduce the amount of dirt used on the Landfill.  Funds are available in Account Number 01909003.560642.00001 – ATM Tarping Equipment, allocated for this purchase, in the amount of $70,287.00.  The price includes delivery and all necessary components.
