Background:

Fire Station 25 located at 1055 Red Bug Lake Rd, Casselberry is one of the oldest Seminole County Fire Stations.  Built in 1975 as a volunteer fire station, its viability as an emergency response facility has been degraded by the areas economic development, population growth and road network alterations.  The Red Bug Lake Road overpass ending at the front apron of the station, has precipitated negative impacts on unit responses and safe entry/exit from the high speed roadway.

 

The Fire Department is requesting funds in the amount of $6,415,013 for the relocation and construction of a 9,856 sq. ft. Fire Station; the land is already owned by the County.  The new location for Fire Station 25 will be Wilshire Blvd. and SR436; a location which offers entry/exit to SR 436 from Wilshire Blvd with the ability to fully access the area’s road network as designed for safe and expedient travel. 

 

The new Fire Station 25 will be a 3 bay facility housing a Tower and Rescue and will include personnel housing for 3 Lt and 12 Firefighters.  The existing personnel, equipment and fleet from the current Fire Station 25 will be relocated to the new station, resulting in no additional costs. 

 

Savings can be anticipated through economies of scale if the County coordinates the timeline of this project with the City of Casselberry’s Police Department construction project, which is currently in the planning phase. Working closely in partnership with the City of Casselberry will allow for seamless oversight of the project(s) including equipment and material staging that otherwise would create obstacles and delays in project completion if handled independently. 

 

Design is anticipated to begin mid-year 2021, with anticipated occupancy of Fire Station in spring 2024.

 

This budget amendment will appropriate $4,954,208 from County Fire Protection Fund reserves, which will be $18,122,611 if all budget amendments on this Board Meeting are approved; and $1,460,805 to fully utilize Casselberry Fire Protection Fund reserves (includes $398,197 of Casselberry Impact Fee revenues).  It is anticipated that some of the funds will be offset by future Casselberry Fire Impact Fee revenue collections.
Staff Recommendation:
Staff recommends that the Board approve and authorize the Chairman to execute a Resolution implementing the Budget Amendment Request (BAR) #21-032 through the Fire Protection Fund to appropriate budget of $4,954,208 from reserves and through the Fire Protection Fund-Casselberry to appropriate budget of $1,460,805 from reserves in the total amount of $6,415,013 for the relocation and construction of Fire Station 25.
