IFB-604201-21/CAR will provide for the recycling of waste tires collected at the Seminole County Landfill. The Contractor will be responsible for all labor, material, equipment, transportation and incidentals necessary to recycle between 500-600 tons per year of Department of Transportation (DOT) type waste tires. The County does not remove rims from waste tires, nor segregate the rimmed waste tires from the waste tires that are received without rims. However, the County does remove non-DOT (off-road, oversized, or heavy equipment) tires for separate management. While it is the County’s intent to landfill the non-DOT tires, pricing is requested from the Contractor. DOT type waste tires will be recycled either on site, or off site.
This project was publicly advertised and the County received one (1) submittal in response to the solicitation. The Review Committee, consisting of Shakeel Balroop, Solid Waste Division Manager, Shannon Dawkins, Project Manager I, and David Salinas, Operations Manager, reviewed the submittal.
Consideration was given to experience and cost of anticipated project. The Review Committee recommends award of the project to the lowest priced, responsive, responsible bidder, Empire Tire of Edgewater LLC, Orlando FL.
The Agreement will take effect on the date of its execution by the County and will continue for a period of three (3) years. At the option of the County, the Agreement may be renewed for two (2) successive periods not to exceed one (1) year each.
Authorization for provision of services by the Contractor under this Agreement will be in the form of written Release Orders issued and executed by the County. The estimated annual usage of this contract is $130,000.00.
