RFP-604202-21/TLR will provide Seminole County with the information needed to analyze, select, and implement the best solutions to improve broadband connectivity to unserved and underserved communities as defined in the American Rescue Plan Act (ARPA) and any associated federal infrastructure funding legislation. Flexibility, ingenuity, and innovation along with cohesiveness will be necessary to reach the goal of digitally connecting the County’s entities through an effective, next- generation network.
This project was publicly advertised and the County received five (5) responsive, responsible proposals in response to the solicitation listed alphabetically:

The Evaluation Committee consisting of James Garoutsos, Chief Information Officer; Rebecca Hammock, Development Services Director; Meloney Koontz, Assistant County Manager, and Charlie Wetzel, County Traffic Engineer, evaluated the proposals. Consideration was given to experience and qualifications, understanding of the project, approach and innovation, work experience in counties or regional areas, and price reasonableness. The Evaluation Committee entertained presentations from the top three (3) ranked firms: Hunt, Guillot & Associates, LLC, Magellan Advisors, Inc., and Televate, LLC. The Evaluation Committee recommends award of the project to the top ranked Proposer, Magellan Advisors, LLC., Denver, CO in the amount of $169,275.00.
Authorization for performance under this Agreement will be in the form of written Purchase Orders issued and executed by the County. This agreement will take effect on the date of its execution and continues until final completion of the Project.
