The Environmental Services Department, Water and Sewer Operations and Solid Waste Programs would like to request the following:
Modular Double-Wide Trailer:
The existing double-wide office trailer located at the Yankee Lake Stormwater Treatment Plant presently posses a safety hazard and a risk of injury to the occupying and visiting County personnel. In the past 18 months there have been multiple floor failures where office furniture and team equipment have broken through the floor. An internal assessment by Environmental Services Engineers and Inspectors has determined that the current wind mitigation rating is at an extremely low threshold and therefor the existing structure could fail in a 60-plus MPH wind. The need for a new structurally sound replacement doublewide office trailer is urgent. Space needs were also identified as an issue due to understaffing and the pandemic to be addressed with the purchase of this new trailer. The new trailer will accommodate 13 employees that are on the Collections Team and 1 Warehouse employee with their respective equipment and tools. The Department requested 3 quotes for the purchase of a new modular double wide trailer. The lowest bidder for a 24 by 56 foot space was Mobile Modular at a cost of $127,322. In addition, costs associated with permitting, registration and utility connections will be added to the project and are estimated at $15K.
The attached BAR will allocate a total of $142,322 from Water & Sewer Operation reserves. Current reserves are budgeted at $39M.
Methane Leak Detector:
Solid Waste is requesting a Methane Gas Leak Detector Unit at a cost of $11,100 to replace a failed hand held unit (BCC #781142) that is no longer serviceable. This equipment is required to comply with the State mandated quarterly methane gas monitoring and reporting. Landfill Operations was forced to temporarily contract out this service to a third party engineering firm last quarter as a stop-gap solution until the equipment could be replaced. Continuing to contract out this service is expensive and cost prohibitive in the long run.
The attached BAR will allocate a total of $11,100 from Solid Waste reserves. Current reserves are budgeted at $21.5M
